What Are Negotiated Rates?
Negotiated rates are hotel room prices a company agrees with a hotel or hotel chain for its own travelers, usually below the public price in return for a promised volume of stays. In business travel they are also called corporate rates or corporate negotiated rates (What is CNR (Corporate Negotiated Rate)? (Navan)).

How negotiated rates work
Most contracts come out of a sourcing round. Of the travel managers who negotiate directly with hotels, 63% run formal RFPs (requests for proposal) and 36% negotiate entirely outside one, in a March 2025 survey of 278 corporate travel managers and hotel professionals in the US, Canada and Europe (Hotel and Meetings Sourcing Enters a New Era (GBTA)).
Two contract shapes are common, a fixed rate and a dynamic discount, and both are compared in the table below. Fixed rates are the usual starting point: 79% of buyers in the same survey always or often negotiate them, while 47% say the same about dynamic discounts at property level (Hotel and Meetings Sourcing Enters a New Era (GBTA)).
How a traveler books the rate depends on the hotel company. At Marriott, the traveler enters the company's specific Corporate Code. The rate is subject to availability, needs proof of eligibility at check-in, and is now also checked on the brand's website and app through Corporate QRV, with a code sent to a work email; travelers who book through their company's online booking tool are not affected (How Do I Book My Marriott Corporate Rate? (Marriott Help)). On Hilton.com, guests apply a corporate discount by entering a Corporate Account number under "Special Rates" (Hilton Honors rates and discounts (Hilton Help Center)).
Travel management companies (TMCs) add a second layer of rates: 93% of travel managers say their TMC has its own preferred rates, in a 2025 survey of 234 travel managers in the US and Europe (Inside the Modern Hotel Program (GBTA)). When a TMC negotiates for its corporate clients, the rate is either commissionable, with a percentage paid to the agency, or net, discounted without the commission (How to save on business travel costs using hotel rack rates (Booking.com for Business)).
Why negotiated rates matter for hotel distribution
Negotiated rates weigh heavily in how companies choose hotels. In the same 2025 GBTA survey of travel managers, 83% said they prioritize company-negotiated rates, discounts and fixed pricing when they pick preferred hotels (Inside the Modern Hotel Program (GBTA)).
The mix is moving toward dynamic rates, slowly. Across FCM's client hotel programs, 23.5% of accepted rates in 2026 were dynamic, up from 22% in 2025, and 27% of the rates proposed in the first round of 2026 negotiations were dynamic (As Hotel Rates Rise, Buyers Weigh a Changing Procurement Landscape (Business Travel News)). Buyers lean toward a blend: 60% of travel managers say the ideal setup is a hybrid of fixed and dynamic rates at property level (Inside the Modern Hotel Program (GBTA)).
The public price is the yardstick either way. 84% of travel programs at least sometimes benchmark their negotiated discounts against public rates, to check that the discounts stay competitive (Hotel and Meetings Sourcing Enters a New Era (GBTA)). A negotiated rate that drifts above what any guest can book on a public channel fails that check.
Negotiated rates compared with public and dynamic rates
| Rate | How it works | Who can book |
|---|---|---|
| Fixed negotiated rate | One nightly price, locked for the contract year | The contracting company's travelers |
| Dynamic negotiated rate | A set percentage off the hotel's best available published rate on the day; a 15% discount on a $250 rate means the traveler pays $212.50 | The contracting company's travelers |
| Negotiated rate with LRA | Stays bookable as long as the hotel has standard rooms left; without LRA, the hotel can close the rate on high-demand nights | The contracting company's travelers |
| Best available rate (BAR) or rack rate | The public price that negotiated rates are discounted from | Any guest |
