What Is a Rate Plan?

A rate plan is the set of terms a room is sold on: a price, a cancellation policy and conditions such as length of stay, validity dates or included meals. The room type describes the physical room; the rate plan describes the deal attached to a booking, and guests choose between plans (Managing rate plans: a guide for partners (Booking.com Partner Hub)) (How Attribute-Based Shopping Will Change Hotel Booking (AltexSoft)).

How a rate plan works

One room can carry several rate plans at once. Booking.com lets partners create multiple plans per room type, and a plan only becomes bookable once prices and open dates are added in the calendar (Managing rate plans: a guide for partners (Booking.com Partner Hub)). Properties connected through a connectivity provider may need to create plans and set prices in that provider's platform instead of the Booking.com extranet (Managing rate plans: a guide for partners (Booking.com Partner Hub)).

Plans are often built in layers. On Agoda, a basic rate plan is room-only, with no breakfast and no flexible cancellation, and it can serve as the reference point for room pricing: other plans link to it, and any change to the base plan flows automatically to the linked ones (How do I create a rate plan? (Agoda Partner Hub)). Each Agoda plan can also carry its own conditions, such as a minimum number of days booked before check-in, a minimum length of stay and a sell limit per check-in date and room type (How do I create a rate plan? (Agoda Partner Hub)).

Inside a property management system, rate plans sit in a hierarchy. Oracle OPERA Cloud divides its rate structure into rate classes, rate categories and rate codes. Categories are high-level groups such as Corporate or Leisure, and classes are groups such as Negotiated, Wholesale or Discounted (Rate Management - Revenue Management Systems (RMS) Implementation Guide (Oracle)).

Why a rate plan matters for hotel distribution

A rate plan has to be translated for every channel that sells it. In OPERA Cloud, the property's own rate code is mapped to a separate channel rate code for each channel, with start and end dates and the room types the plan is valid for (Configuring Channel Rate Plans - OPERA Cloud User Guide, Release 26.2 (Oracle)). The text travels under tight limits on the GDS: OPERA Cloud caps the first line of the GDS rate plan description at 63 characters and the full description at 620 (Configuring Channel Rate Plans - OPERA Cloud User Guide, Release 26.2 (Oracle)). The GDS also limits a rate plan name to 43 characters (Tools - HSMAI Americas (Property Level Rates checklist)).

Gaps in that translation change what guests see. On Agoda, a plan sent from a channel manager without a cancellation policy takes the strictest policy set on the property's cancellation policies page, and becomes non-refundable if no policy is set at all (How do I create a rate plan? (Agoda Partner Hub)). On Booking.com, plans set up for the same time frame can overlap and shadow each other, with one plan overriding another (Guide on setting up rate plans for properties (Booking.com Partner Hub)).

Guests judge differential room pricing as fairer when they know the rate rules: of three factors tested on 815 US respondents, only familiarity with those rules had a strong effect (Cornell Hospitality Research Study Finds that Guests Want to Know Hotels' Rate Rules (Hospitality Net)). The Cornell study was published in 2010, so treat it as an early benchmark rather than a current measure.

Frequently asked questions

What is a rate plan?
It is one priced way to book a room. A common pair is a flexible plan with free cancellation at a higher price and a non-refundable plan at a lower price. Booking.com recommends these two core plans as a starting point and says partners who offer both receive more bookings on average, though it publishes no sample or uplift figure behind that claim.
What is a rate plan in a hotel?
For hotels that sell on the GDS, the guidance is to load every room type, suites included, against the best available rate, keep no more than five or six public rates, and add plans in this order: best available rate first, then discount or promotional plans, then packages. That guidance comes from HSMAI's GDS audit checklist.
How many rate plans can a property have on Booking.com?
Up to 200 active rate plans per property, as of the Booking.com partner guide modified in August 2026. That cap applies to Booking.com only. Plans covering the same dates can overlap and hide one another in search.
Does Airbnb use rate plans?
Airbnb hosts can offer two prices on a listing: the standard rate under the listing's cancellation policy, and a discounted non-refundable option. Airbnb says the discount is typically 10% off the base price everywhere except China. In a 2021 beta reported by PhocusWire, Airbnb accepted several rate plans from channel managers but showed guests at most two: the cheapest refundable and the cheapest non-refundable. Airbnb did not confirm the beta, and its current status is unknown.

Where Jetstream fits

Every rate plan a property sells has to reach each channel with the right price, the right cancellation policy and the right mapping, or guests book something the property never meant to offer. Jetstream builds an AI channel manager that connects a property's systems to the channels where guests book, and keeps rooms, rates and availability accurate on each one, managed from one place.
